To set up an additional monitor, connect the monitor to your computer. If your system does not recognize it immediately, or you would like to adjust the settings:
Monitor using DVI (Asus VG248QE) will start up correctly - but the dell monitor will not start up until power cycled or alternatively the mDP - DP cable can be re-seated for the same effect I have read online about various wake up issues with DisplayPort technology but none specifically with this monitor.
- Open the Activities overview and start typing Settings.
- Click on Settings.
- Click Devices in the sidebar.
- Click Displays in the sidebar to open the panel.
- In the Display Arrangement diagram, drag your displays to the relative positions you want.
- Click Primary Display to choose your primary display.The primary display is the one with the top bar, and where the Activities overview is shown.
- Select the resolution or scale, and choose the orientation.
- Click Apply. The new settings will be applied for 20 seconds before reverting back. That way, if you cannot see anything with the new settings, your old settings will be automatically restored. If you are happy with the new settings, click Keep Changes.
With two screens, these display modes are available:
- Join Displays: screen edges are joined so things can pass from one display to another.
- Mirror: the same content is shown on two displays, with the same resolution and orientation for both.
- Single Display: only one display is configured, effectively turning off the other one. For instance, an external monitor connected to a docked laptop with the lid closed would be the single configured display.
With more than two screens, Join Displays is the only mode available.
- Use the drop-down menu to choose which screen to configure.
- Drag the screens to the desired relative positions.
- Each screen can be turned off or on using the ON | OFF switch.

Please perform the below steps and see if it helps to resolve the issue.
This issue may happen due to system file corruption. I suggest you to run System file checker. System File checker (SFC) scan is done to check if there are any corrupted system files that could be causing this issue. Kindly follow the below given steps:
- Press Windows key + X, select Command prompt (Admin) to bring up elevated Command prompt.
- In Command prompt type sfc/scannow and press enter.
- Restart the computer.
If no corrupted system files were found in the previous state, then I suggest you to try the following steps:
- Open command prompt by pressing Windows key + X and selecting “Command prompt admin”.
- In command prompt, type the following commands and press Enter after each command:
DISM.exe /Online /Cleanup-image /Scanhealth
DISM.exe /Online /Cleanup-image /Restorehealth
- Close the command prompt and restart the PC and check if it works.

Seeing this ony my system as well (Homebuilt PC upgraded from Win 7) I've run the SFC and DISM commands but no component store corruption was detected. Any other suggestions?

Found a solution for my system at least. Unplugging my USB Logitech Wingman Extreme Digital 3D solved the problem for me although I would still like to find a solution that allows it to be left plugged in. Oddly my Xbox controller doesn't cause any such issue so its clearly something related to just the joystick device.

I had this problem as well. What I found was that the open Microsoft Edge app keeping the system from shutting down. It was not intuitive to shut it off, as it had no 'X' in the corner and right clicking didn't help. I had to open the task master to shut it off. After that, the screen shutdown and sleep are working fine, even if I leave my Mozilla browser or other programs on.
